Romania is considering allowing international adoptions again after banning the practice for more than fifteen years due to widespread adoption irregularities. Adoption and child welfare workers in the United States can better support children adopted from Romania if they are aware of the historical and current trends in Romanian child welfare and the latest research on the impact of institutionalization on child development.
