Title IV-E Child Welfare Fellowship Overview

CASCW administers the Title IV-E Child Welfare Fellowship at the University of Minnesota School of Social Work. The goal of the Title IV-E Child Welfare Program is to provide financial support and educational resources to Master of Social Work students committed to post-graduate careers in public or tribal child welfare.

The primary elements of the Title IV-E Child Welfare Fellowship are:

  1. Financial support
  2. Educational/Programmatic expectations and requirements

  4. Career development and support

Program FAQs

Federal Social Security Title IV-E funds subsidize child welfare services to keep children in their families whenever possible, provide permanency planning services, and place children in out-of-home care when deemed necessary. Public child welfare services are those provided by state or county child protection, foster care and adoption services. Title IV-E funds may also be used to support educational and training efforts for the current and future child welfare workforce, including:

  • direct financial assistance (stipends) to undergraduate and graduate students,
  • curriculum development, and
  • practicum instruction.

This realistic job preview was developed by The Center for Advanced Studies in Child Welfare (CASCW) in partnership with the Minnesota Department of Human Services (DHS) and the Minnesota Association for County Social Services Administrators (MACSSA).

MSW students enrolled at the University of Minnesota – Twin Cities are eligible to receive $11,500 per semester in the fall and spring semesters for a total of $23,000 per academic year. Full program students (53-credit) are eligible to receive the stipend for four semesters. Advanced standing students (34-credit) are eligible to receive the stipend for three semesters. Stipend awards are contingent upon the University’s continued receipt of Title IV-E funding.

In spring 2005, the Minnesota Title IV-E Consortium was established to address the need for social workers specifically trained in child welfare. Consortium member universities contract with the Minnesota Department of Human Services for federal Title IV-E funds to provide stipends for BSW and MSW students with an interest in and commitment to child welfare. The schools provide increased educational opportunities, individualized support, and funds to prepare bachelors and masters level social workers for a career in public and/or Tribal child welfare services in Minnesota.
