This past week, several new bills related to child welfare were introduced in both the House and Senate. The MIFPA modifications bill continued to progress, was amended and passed for the third reading in the Senate on 2/27/2023. The next day, the House received the bill from the Senate.

Terminology for pregnant persons modified, standards for chemical dependency in pregnancy and prenatal substance use modified, prenatal substance use specified to not itself constitute neglect or maltreatment, prenatal substance use reporting requirements modified, and informed consent requirements established for parent and newborn infant toxicology tests and drug or alcohol screenings.
