Judith Brumfeld is the Deputy Director of Community Services at Scott County. She spoke on behalf of the MN Association of Counties and the MN Association of Social Service Administrators. Judith spoke from minutes 45:00-51:30.
Charles LeTourneau, of the Foster Care Alumni of America, spoke as an alumnus of the Ramsey County Child Welfare System. Charles’ testimony can be heard from 1:19:00-1:22:15.
