This report is the product of a collaboration between Hennepin County and the University of Minnesota, known as the Hennepin-University Partnership, or HUP. It is a comprehensive literature review, annotated bibliography, and evidence-based practice guide on foster care re-entry.

“Re-entry” is defined as the recurrence of child maltreatment after an earlier episode of out-of-home placement that resulted in reunification with biological family.

“Re-entry rates” refer to the rates at which children and youth re-enter foster care after having been returned home to their biological family after an earlier episode of out-of-home placement.
